    Assuming just regulation no inductor/diode/mosfet switch mode conversion, than seems 1.8v is low output presuming 3.33v input. Check the part id on that regulator. Do a google lookup. etc.

    Also 18.3v to 4 or 3.50v seems large if no switch mode conversion.
